Scope actions are currently pushed by the server. If a computer is off when a scheduled action runs, it misses the action. Scheduling the same action multiple times a day is a workaround but it can still misses the computers that are not on. When a computer is turned on, goverlan agent should connect to the server and pull missed scope actions that applies to itself.
